Why does the US Government not have this clause...?


In Australia, if the House of Representatives and the Senate were deadlocked and reached a stalemate, then the party with majority can call for a 'double dissolution' procedure which effectively dissolves both houses of parliament and an election is called. This means that if our government can't do their job, then they risk losing their job.
